Have you change the Sticky, Announcement, Global Announcement from your acp http://prntscr.com/5ffsf8 ?

Try to empty the cells of Sticky, Announcement, Global Announcement in your ACP then press submit. As I saw it works only with global announcement on your forum. Your javascript seems its ok.
