[Completed] Allow New Members To Post Links

After trying to post a promotion topic for a decent amount of timeI realized youndidnt allow external links for members that are not seven days old, so I took out the "www" I don't think this is a good idea to have, especially for this type of forum because it's a service forum, and members can run into trouble when they can't send their forum link for help or promotions.

it should be working by now, you can correct your post and add www in it.
