Admin Control Panel --> General --> Forum Configuration --> click Perms next to the forum you want guests to post in and then under "Post" check the guests box.

Admin Panel > General > Forum > Categories and forums > Forum Permissions Control
Click on forum you want to Edit,and there you edit permissions.
